2/19/1999: Service Record 4.06 released.

• Fixed a problem with Service Record not starting when the system time is set to a year after 2050.
• Fixed an error that occurred in certain circumstances when the Service Record Notepad was closed.
• Fixed a bug that caused the Misc and Tract fields to not be saved if the Hours field was set to zero.
• Updated the auxiliary and regular pioneer hourly requirements in the Goal feature.
